世界气象中心(北京)粤港澳大湾区分中心和粤港澳大湾区气象科技融合创新平台建筑方案设计国际竞赛
International Competition of the Architectural Scheme Design for the World Meteorological Center (Beijing) of the Guangdong-Hong Kong-Macao Greater Bay Area Branch Center and the Guangdong-Hong Kong-Macao Greater Bay Area Meteorological Science and Technology Integration Innovation Platform.

3. 项目背景 Project background
为贯彻落实《粤港澳大湾区发展规划纲要》《粤港澳大湾区气象发展规划（2020-2035）》以及中国气象局与广东省政府《全面推进气象现代化合作备忘录（2016-2020年）》，国家气象中心、中国气象局气象探测中心、广东省气象局、广州市气象局、广州开发区管委会五方单位签订《共建世界气象中心（北京）粤港澳大湾区分中心和气象科技融合创新平台合作框架协议》，明确五方共同发挥政策、技术、人才、资金等优势，在中新广州知识城合作共建“世界气象中心（北京）粤港澳大湾区分中心”和“粤港澳大湾区气象科技融合创新平台”（以下简称“世界气象中心（北京）分中心”）。
In order to implement the Outline of the “Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area”, the “Meteorological Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area (2020-2035)” and the "Memorandum of Cooperation on Comprehensively Promoting Meteorological Modernization (2016-2020)" between the China Meteorological Administration and the Guangdong Provincial Government, National Meteorological Center, China Meteorological Administration Meteorological Observation Center, Guangdong Meteorological Service, Guangzhou Meteorological Service, and Guangzhou Development District signed the "Co-construction of the World Meteorological Center Beijing Guangdong-Hong Kong-Macao Greater Bay Area Center and the integration of meteorological technology Innovation Platform Cooperation Framework Agreement”, clarify that the five units will jointly utilize the advantages of policies, technology, talents, and funds，co-establishment of "World Meteorological Center Beijing Guangdong-Hong Kong-Macao Greater Bay Area Branch" and "Guangdong-Hong Kong-Macao Greater Bay Area Meteorological Technology Integration Innovation Platform" in China-Singapore Guangzhou Knowledge City (Hereinafter referred to as "World Meteorological Centre Beijing Sub-centre").

为落实合作框架协议，建设具有“世界一流、中国领先、湾区特色”的世界气象中心（北京）分中心，特组织开展“世界气象中心(北京)粤港澳大湾区分中心和粤港澳大湾区气象科技融合创新平台建筑方案设计国际竞赛”，在全球范围内公开征集具备国际视野、高水平、高标准的设计方案，以指导世界气象中心（北京）分中心的建设工作。
In order to implement the cooperation framework agreement, build a "world-class, China-leading, and Bay Area characteristic" World Meteorological Centre Beijing Sub-centre, the "International Competition of the Architectural Scheme Design for the World Meteorological Center Beijing of the Guangdong-Hong Kong-Macao Greater Bay Area Branch Center and the Guangdong-Hong Kong-Macao Greater Bay Area Meteorological Science and Technology Integration Innovation Platform " is launched to publicly collect design schemes with high-level, high-standard, and international vision to guide the construction of the World Meteorological Centre Beijing Sub-centre.

4. 主要工作任务（最终要求以最终正式发布的《设计任务书》为准）
Main design tasks (the final requirements are subject to the “Design specification ")

（1）竞赛阶段设计范围及主要工作内容
Design scope and main work content in the competition stage World Meteorological Centre Beijing Sub-centre
项目选址位于广州市黄埔区中新广州知识城科教创新区内，科教二路以南，筑梦一路以西，用地面积1.3公顷。
The World Meteorological Centre Beijing Sub-centre project is located in the Science and Education Innovation Zone of the Sino-Singapore Guangzhou Knowledge City, Huangpu District, Guangzhou, south of the Second Science and Education Road and west of Zhumeng Road, covering an area of 1.3 hectares.

世界气象中心（北京）分中心主要建设内容包括综合业务功能区、宿舍及配套功能区，计容建筑面积约2万平方米，总投资为2亿元。另外，项目地块设计内容还包括融合创新业务发展区（计容建筑面积约1.85万平方米），为场地预留足够空间，方便后期建设。本次竞赛设计包括项目建筑设计范围内的总体规划和建筑方案设计。包括但不限于建筑整体布局、道路及交通组织、绿化景观设计、公共空间设计、建筑单体（或群体）设计以及绿色建筑、投资估算等内容。
The main construction contents of the World Meteorological Centre Beijing Sub-centre include comprehensive business function area, dormitory and supporting function area, with a total construction area of about 20,000 square meters and a total investment of 200 million yuan. In addition, the design content of the project site also includes the integration of innovative business development area (gross floor area of about 18,500 square meters), leaving enough space for the site to facilitate later construction. This competition design includes the overall planning and architectural scheme design within the scope of the architectural design of the project. Including but not limited to the overall layout of the buildings, roads and traffic organization, green landscape design, public space design, single building (or group) design, green building, investment estimation, etc.

（2）竞赛中选深化设计工作要求
Requirements for design development after competition
在竞赛阶段规划设计成果的基础上，吸收其他参赛方案的优点，并根据专家评审意见、竞赛组织单位及相关部门意见等，修改完善方案，成果深度需满足广州市联审要求。
On the basis of the planning and design deliverables of the competition, absorb the advantages of other competition schemes, and modify and improve the scheme based on expert evaluation opinions, the opinions of the competition organizer and related departments, etc. The depth of the results must meet the requirements of the Guangzhou City Joint Audit.

项目获得可研批复后，中选方案单位将继续完成世界气象中心（北京）分中心项目初步设计工作，本次国际竞赛工作成果（含方案及初步设计）直接用于世界气象中心（北京）分中心后续工程建设。
After the project is approved by the feasibility study, the selected unit will continue to complete the preliminary design work for the World Meteorological Centre Beijing Sub-Centre project, the results of this international competition (including the scheme and the preliminary design) will be directly used for the follow-up project construction of the World Meteorological Centre Beijing Sub-Centre.


二、竞赛规则
II, Competition rules
本次竞赛工作分为两个阶段进行：第一阶段为资格预审；第二阶段为竞赛设计。
The competition work is divided into two stages: the first stage is pre-qualification; the second stage is design competition.

1. 第一阶段——资格预审
The first stage —— pre-qualification
（1）本次竞赛采用公开竞赛的方式，公开接受符合参赛资格条件的设计单位（包括联合体，下同）的参赛申请。
The open competition mode is adopted for this competition, which the competition openly accept applications design units (including consortium, the same below) that meet the qualification requirements for participation.

（2）由资格预审委员会对参赛申请单位提交的资格预审申请文件进行审查，采用记名投票方式择优评选出6家正式参赛单位进入第二阶段竞赛设计阶段。
The qualification evaluation committee evaluates the pre-qualification application documents submitted by the applicants. Six formal participating units will be selected by registered voting to shortlist for the second stage of the design competition.

（3）择优评选出的6家正式参赛单位将收到由竞赛组织单位发出的参赛邀请函。
The six official competition units shortlisted will receive invitation letters from the competition organizer.

2.第二阶段——竞赛设计
The second stage——design competition
（1）6家正式参赛单位按后续发布的《竞赛技术文件》要求开展设计工作，并按时提交正式设计成果文件。每家限报1个设计方案，正式参赛单位以外的设计单位报送的设计方案将不予受理。
The six formal participating units shall carry out design work in accordance with the requirements of the “Competition Technical Documents” subsequently issued and submit the formal design deliverable on time. Each unit shall submit only one design scheme. The design scheme submitted by a design unit other than the formal participating units will not be accepted.

（2）由方案评审委员会对提交的所有设计方案进行评审，采用记名投票方式评选出不排序的前3名参赛方案作为本次竞赛的3个优胜方案。
The evaluation committee will evaluate all the submitted design schemes and select the top 3 schemes as the three winning schemes of this competition by means of registered voting.

（3）竞赛组织单位将3个优胜方案的专家评审意见、相关职能部门意见以及优胜方案设计单位的综合实力等上报竞赛委员会，由竞赛委员会确定其中1个优胜方案为中选方案。中选方案单位将获得后续深化设计权，完成中选后续深化设计工作。
The competition organizer will report the 3 winning schemes based on the expert review comments, opinions of relevant functional departments, and the comprehensive strength of the winning scheme design unit to the Competition Committee,and the competition committee determines one of the winning schemes as the selected scheme. The selected scheme unit will earn the right to subsequently design in-depth and complete the post-selection in-depth design work.

（4）如优胜方案难以达到本次竞赛目的，中选方案可以空缺。中选方案单位不能履约或放弃中选的，参赛保证金不予退还。竞赛组织单位可以按照《竞赛技术文件》规定、专家评审意见及相关职能部门意见，重新选择其它优胜方案为中选方案，或中选方案空缺。
If the winning schemes are difficult to achieve the purpose of this competition, the selected scheme can be vacant. If the selected scheme unit fails to fulfill the contract or gives up the winning scheme, the security deposit will not be returned. The competition organization unit may, in accordance with the provisions of the Technical Document of the Competition, the comments of experts and relevant functional departments, re-select one of the winning schemes as the selected scheme, or the selected scheme is vacant.


三、参赛资格条件要求
III, Requirements of participation qualification
（1）必须具有经合法注册并在有效期内的营业执照或开业证明；中国境内注册的设计单位必须具有独立法人资格；有以下关系的设计单位，不得同时参赛：①法定代表人为同一个人的两个及两个以上法人；②母公司、全资子公司及其控股公司。
There must be a legally registered and valid business license or business certificate; design units registered in China must have independent legal persona. Design units that have the following relationships may not participate at the same time: ① The legal representatives of two or more legal persons are of the same person; ② The parent company, wholly owned subsidiary and its holding company.

（2）中国内地设计单位必须具备工程设计综合甲级，或建筑行业设计甲级,或建筑行业（建筑工程）设计甲级，或建筑设计事务所资质。
Design units of mainland China must have Comprehensive Grade A qualification for engineering design; or Construction Industry Class A; or Construction Industry (Construction Engineering) Class A; or the Architectural Design Firm Qualification.

（3）国外或港澳台地区设计单位须在国际上有较高知名度，且必须与具备上述第（2）点资质条件的中国内地设计单位组成联合体；
Design units from foreign countries, Hong Kong, Macao and Taiwan regions must be fairly well-known in the world, and they must form a consortium with design units from mainland China with the qualifications in the above point (2).

（4）参赛申请单位须具有大型公共建筑设计经验和案例；
The participating applicants (independent or consortium) must have experience and undertaken cases of large-scale public building designs .

（5）本项目接受联合体形式报名，联合体成员不超过2家单位。联合体报名时须提交联合体协议，并在协议中明确联合体的主体单位。联合体各成员签订《联合体协议书》后，不得再以自己名义单独报名，也不得组成新的联合体或参与其他联合体的报名，否则报名无效。
This competition accepts participation in the form of consortium, with no more than 2 members. The consortium agreement must be jointly signed by all members of the consortium, and a main member is determined in the agreement. The consortium must submit a consortium agreement, and the main member of the consortium should be defined in the agreement. After the members of the consortium have signed the Consortium Agreement, they can no longer participate in its own name, nor can they form a new consortium or participate in other consortium, otherwise their qualifications of participation will be invalid.


四、竞赛日程安排
IV, Competition schedule

1. 2021年2月7日–3月1日：发布公告，接受设计单位提交资格预审申请文件。
7th. Feb-1st.Mar, 2021: Announcement will be issued to accept the design unit to submit prequalification application documents.

2. 2021年3月8日：对资格预审申请文件进行评审，确定正式参赛单位。
8th.Mar, 2021: Evaluate the pre-qualification application documents and confirm the formal participating units.

3. 2021年3月9日–4月7日：参赛单位开展方案设计工作。
9th.Mar-7th.Apr,2021: Participating units start to work on design scheme.

4. 发布会暨现场踏勘时间计划安排在2021年3月16日。
The press conference and site surveying are scheduled for 16th, Mar,2021.

5. 专家评审会时间计划安排在2021年4月9日。
The expert evaluation meeting is scheduled on 9th.Apr, 2021.

6. 竞赛组织单位保留调整竞赛日程安排的权利。受疫情影响，竞赛组织单位将对具体会议时间节点、形式作适时调整，届时将以竞赛组织单位发布的通知为准。
The competition organizer reserves the right to adjust the competition schedule. As affected by the Covid-19 epidemic, the competition organizer may duly adjust the dates and the ways to the specific meeting time as may be necessary, at that time, the notice issued by the competition organizer shall prevail.


五、竞赛费用
V, Competition fee

1.竞赛费用 Competition fee
（1）有效方案 Effective scheme
未被评定为优胜方案的有效方案的参赛单位，将分别获得由竞赛组织单位支付的竞赛成本补偿费25万元（人民币，含税，下同）；
The competitors who have not been identified as valid schemes of the winning scheme will be compensated with the competition cost of RMB 250,000 (RMB, including tax, the same below) paid by the competition organizing unit respectively.

注：参赛方案经评审委员会评定为无效方案的参赛单位，将不能获得竞赛成本补偿费。
Note: Participating units whose schemes were evaluated as invalid by the scheme evaluation committee will not be eligible for the compensation for competition cost.

（2）优胜方案 Winning scheme
未被选定为中选方案的优胜方案，其参赛单位将分别获得由竞赛组织单位支付的成本补偿费及优胜奖金共 50万元。
If the winning scheme is not selected as the selected scheme, its competitors will receive the cost compensation and prize, which is a total of RMB 500,000 paid by the competition organization.

（3）中选方案 Selected scheme
被选定为中选方案的参赛单位，其参赛单位将获得由竞赛组织单位支付的成本补偿费及优胜奖金共95万元。取得初步设计批复，中选方案参赛单位将获得按《工程勘察设计收费标准》（计价格[2002]10号）计取的工程初步设计费。
The participating unit whose scheme is selected as the selected scheme will receive a compensation fee and a winning fee, totally RMB 950,000. After obtaining the approval of the preliminary design, the selected competitors will receive the preliminary design fee calculated according to the "Engineering Survey and Design Charging Standard" (calculated price No.10 [2002]).

注：工程初步设计费计费计算办法：根据国家计委、建设部颁发的《工程勘察设计收费标准》（计价格[2002]10号），以项目批复概算建安费作为计费基数，并结合各调整系数（专业调整系数、工程复杂程度调整系数、附加调整系数暂定为1.0），下浮20%（如中选方案参赛单位的主创设计师为专业院士、国家或省级工程设计大师的，工程初步设计费不下浮），再乘对应阶段的工程量比例计算（暂按II级考虑，初步设计阶段为30%）。
Note: Calculation method of preliminary design fee: According to the State Planning Commission, the Ministry of Construction issued the "engineering survey and design fee standard" (the price [2002]10), the basic value of expense calculation is based on the estimated cost of construction and installation for project approval, which combines various adjustment coefficients (Professional adjustment coefficient, project complexity adjustment coefficient, additional adjustment coefficient provisionally defined as 1.0),down 20%(If the chief designer of the selected scheme participating units is a professional academician or a national or provincial engineering design master, the preliminary design fee of the project will not decrease),then multiply by the proportion of engineering quantity in the corresponding stage (considering temporarily as level II, 30% in the preliminary design stage).
