1. 项目背景 Project Background
深圳北站枢纽地区位于深圳市龙华区南部，东邻梅观创新走廊与坂雪岗科技城，西接西丽大学城，南隔塘朗山与福田中心区-梅林彩田片区相接。该地区是深圳的高铁门户，未来深圳都市核心区的重要组成部分，以及促进深港合作、深化港深莞区域中轴提升战略的重要节点。片区具有“高铁枢纽+中心区”的双重属性，坐拥深圳当前及未来最大的高铁枢纽之一。已建或在建地铁4、5、6号线从北站枢纽经过，未来地区还将引入22、27号线，以及深惠城际线，加之南北向广深港沿线的高铁客流今后将进一步增加，深圳北站枢纽地区将成为促进城市内通外联、链接粤港澳大湾区的枢纽新城。
Located in the south of Longhua District, Shenzhen City, Shenzhen North Railway Station Hub Area is next to Meiguan Innovation Industrial Corridor and Banxuegang High-Tech Zone to the east, connects Xili University Town to the west and links with the area of Meilin Caitian and Futian CBD via Tanglang Hill to the south. The Area is the high-speed railway gateway of Shenzhen, an important part of the urban core area of Shenzhen in the future and an important node for promoting Shenzhen-Hong Kong cooperation and enhancing the central axis of the region of Hong Kong, Shenzhen and Dongguan.The Area is both a high-speed railway hub and a central area and comprises one of Shenzhen's largest high-speed railway hubs at present and in the future. In addition to the Metro Lines 4\5\6 that have been completed or are under construction, Lines 22\27 and Shenzhen–Huizhou Intercity Railway will also be introduced to the Area in the future, furthermore, the high-speed railway passengers from south and north to Guangzhou, Shenzhen, and Hong Kong will further increase in the future, therefore, Shenzhen North Railway Station Hub Area will become a hub new town that promotes the internal and external connection of the city and links with the Guangdong-Hong Kong-Macao Greater Bay Area.
本次国际咨询立足深圳建设中国特色社会主义先行示范区的重大使命，以粤港澳大湾区的视野，高起点规划设计深圳北站枢纽地区，未来将打造成为深圳链接湾区、融合区域的先行区，以及彰显城市文明与魅力的都市门户。
In this international consultation, planning and design agencies shall, based on the important mission of Shenzhen’s building a pilot demonstration area of socialism with Chinese characteristics, with the vision of the Guangdong-Hong Kong-Macao Greater Bay Area,plan and design Shenzhen North Railway Station Hub Area with a high starting point and build it into the pilot area for Shenzhen to connect the Bay Area and integrate with the region and an urban gateway to manifest urban civilization and charm in the future.
2. 国际咨询范围 Scope of International Consultation
本次国际咨询范围共包含两个层次，即城市设计范围与详细设计范围。
The international consultation includes two levels, i.e., urban design scope and detailed design scope.
城市设计范围东至梅观快速路，西至北站西侧公园边界，南至民丰路——南园路——民康路，北至白松一路——民塘路，总面积2.76k㎡。
The urban design scope covers 2.76k㎡ with limits to Meiguan Expressway in the east, west park of North Railway Station in the west, Minfeng Road - Nanyuan Road - Minkang Road in the south, and Baisong 1st Road - Mintang Road in the north.
详细设计范围应至少包括北站高铁东广场（含城际站范围的部分）、东广场站前公园、站前公园南北两侧相邻建设用地范围，共计29ha。设计单位可结合对片区的理解，对上述详细设计范围进行增补。
The detailed design scope includes at least the East Square of North Railway Station (including the section of the Intercity Station), Station Park in East Square, and the adjacent construction land on the north and south sides of the Station Park, totaling 29ha. Design agencies may supplement the above detailed design scope in combination with their understanding of the Area.
3. 咨询目的 Purpose of Consultation

本次国际咨询将秉持“站城一体化”的理念，坚持“世界眼光、国际标准、中国特色、高点定位”的要求，拟向国内外优秀设计单位征集具有前瞻性和创新性的城市设计方案。

This international consultation will persist in the requirements of “global vision, international standard, local characteristics and high positioning” to solicit forward-looking and innovative urban design proposals from domestic and foreign excellent design institutions.



（1）新的价值内涵New value connotations

将北站枢纽地区打造展现深圳现代城市文明的都市门户地区，集中展示深圳创新开拓、活力包容的精神特质，彰显深圳与时俱进的城市基因，体现深圳高质量营城的规划设计理念，并体现城市对人的具体尊重。

Build the North Railway Station Hub Area into an urban gateway area to showcase Shenzhen's modern urban civilization, centrally display Shenzhen's ethos of renovation, exploration, and vitality and inclusiveness, manifest Shenzhen’s city DNA of advancing with the times and show Shenzhen's planning and design ideas of operating the city with high quality and its respect of people.



（2）新的空间图景New space prospects

延续与强化“绿色生态、立体城市、公园城市、城站融合”的设计理念，结合未来生产、生活方式的要求创新城市空间模式，建构多元灵活、复合互联的近人尺度建筑层次，塑造融合山水、自然原生、充满魅力的城市公共场所。
Continue and strengthen the design philosophy of “green ecology, three-dimensional city, park city and transit-oriented development”, innovate the urban spatial pattern in combination with the production mode and lifestyle requirements in the future, construct a diverse, flexible, composite and interconnected building hierarchy close to people and shape natural and charming urban public spaces that integrate with the landscape.
（3）新的品质特色New quality characteristics
以未来视野和国际标准，塑造湾区一流的城市目的地。立足人的基本视角和感受体验，提升城市功能与场所品质，塑造无处不在的人文关怀，建构多元活力、复合共享、体验卓越的立体趣城。
Create a top urban destination in the Bay Area with a vision of the future and international standards. Improve urban functions and place quality, create ubiquitous humanistic care and build a diverse, dynamic, composite, shared three-dimensional interesting town with excellent experiences based on the basic perspective and feelings and experiences of people.
4. 咨询方式及规则 Consulting Approach & Rules
本次国际咨询工作分为三个阶段进行：第一阶段为“资格预审”，第二阶段为“城市设计方案咨询”，第三阶段为“成果整合”。
The international consultation work is divided into three phases: Phase I — “prequalification”, Phase II — “urban design plan consultation”, and Phase III — “development deliverables”.
（1） 第一阶段－资格预审 Stage 1－Prequalification
资格预审将采用“邀请+公开”的方式。主办方向受邀单位发出邀请，并从中选出3家入围单位；另外3家入围单位将在公开报名的设计单位（联合体）中择优选取。这6家入围设计单位（或联合体）将共同参与第二阶段的城市设计方案咨询。
Prequalification will adopt “invitation + open” approach. The hosts will send invitations to the invited units and select 3 shortlisted design institutions (joint groups) from those units; another 3 finalists will be selected among the openly applied design institutions (joint groups). The 6 shortlisted design institutions (joint groups) will participate in the urban design plan consultation of Phase II.
（2） 第二阶段－城市设计方案咨询Stage 2 –Urban design plan consultation
主办方将组织入围的6家设计单位（或联合体）进行现场踏勘和答疑。在签订了保密协议后，主办方将提供详细的设计基础资料。
The hosts will organize the 6 shortlisted design institutions (joint groups) to conduct on-site survey and Q&A. After signing the confidentiality agreement, the hosts will provide detailed basic design information.
6家设计单位（或联合体）在提交符合要求的成果文件后，将获得相应的奖金。评审专家将在6家设计方案中选出3家优胜方案推荐给主办方。主办方在充分尊重专家评审意见的基础上，研究确定前三名优胜单位的排名。
After submitting the required deliverables, the 6 design institutions (joint groups) will receive the corresponding bonus. Among the 6 design plans, 3 winning plans will be selected by the review experts and recommended to the hosts. The hosts will study and determine the rankings of the 3 winners on the basis of fully respecting the experts' review opinions.
（3） 第三阶段－成果整合Stage 3 –Deliverable integration
中选（一等奖）的设计单位（或联合体）将作为“深圳北站枢纽地区城市设计项目”的技术咨询和顾问单位，与本项目的技术支持和服务单位共同深化设计成果。主办方后续将组织3~4次工作坊（具体数量视项目的实际情况确定），中选设计机构（联合体）均需派出项目负责人和主要设计人员参与。
As the technical consulting and advisory unit (first prize) of the “North Railway Station hub area Urban Design Project”, the selected design institution (joint group) shall develop the design deliverables together with the technical support and service units of the project. As the hosts will organize 3-4 workshops in succession (the specific number will be determined according to the reality of the project), the selected design institution (joint group) needs to dispatch project responsible persons and major designers to participate.

本次国际咨询工作内容包含城市设计范围与详细设计范围：
The international consultation includes urban design scope and detailed design scope:
1. 城市设计层面 Urban Design Level
（1）城站关系研究 Urban Design Level
（2）人群细分与功能业态研究 Population subdivision and functional modality research
（3）创新城市空间形态 Urban spatial form innovation
（4）公共空间与公共场所 Public spaces and public places
（5）交通组织与慢行接驳 Traffic organization and slow traffic connection
（6）分期与实施引导 Phase and implementation guidance
2. 详细设计层面 Detailed Design Level
（1）统筹并深化空间设计 Coordination and deepening of the space design
（2）立体系统集成与交通设计 Three-dimensional system integration and transportation design
（3）公共空间与环境设计 Public space and environment design

报名要求 Registration Requirements
1. 受邀单位 Invited units
受邀候选单位按要求提交邀请报名文件后，主办方将组建专业的评审团，根据受邀候选单位的行业声誉、业绩、获奖情况、拟投入的团队成员等进行综合评审。通过专业评审团独立的投票环节，依据票数最终评选出本次咨询的3家受邀设计单位（或联合体）。
After the invited candidates submit the invitation application documents as required, the hosts shall set up a professional jury to conduct comprehensive reviews on the invited candidates in accordance with their industry reputation, achievements, awards, and team members to be involved. 3 invited units of the consultation will be selected according to the number of votes through the independent voting of the professional jury.
2. 公开报名 Open application
（1） 本次国际咨询的公开报名不设资质限制，境内外有相关设计经验的设计单位均可报名参加。鼓励不同专业领域的设计单位组成联合体（包括但不限于城市设计、建筑、交通等专业）。联合体中的各方不得以单独名义，或与其他设计单位另组联合体参加此次国际咨询。
(1) There are no qualification restrictions for the application of the international consultation, and it is open to all the design institutions with relevant design experience at home and abroad. We encourage design institutions of different specialized fields (including but not limited to urban design, architectural design, transportation, etc.)to form joint groups。All parties in the joint group may not participate in the international consultation in their own name or as members of other joint groups.
（2）具有以下项目经验的设计单位（联合体）将被优先考虑：
(2) Design institutions (joint groups) with following project experience will be prioritized:
· 具有丰富的综合交通枢纽片区城市设计经验；
· With rich experience in the urban design of comprehensive transport hub areas;
· 具有城市重点地段的研究和设计经验；
· With the research and design experience of key urban areas；
· 具有丰富的枢纽地区交通规划设计经验。
· With rich experience in traffic planning and design in hub areas.
（3） 本次咨询活动不接受个人名义报名。项目团队应由多专业的人员构成，包括城市规划、城市设计、建筑设计、交通规划等专业人员。
(3) Application by any individual will not be accepted by the consultation. The project team shall consist of professional personnel from multiple specialties, including urban planning, urban design, architecture design, traffic planning, etc.
（4）参与本次国际咨询的设计人员应为该设计单位（或联合体）的在册人员。本次国际咨询的项目负责人须由主持多个同类项目的人员担任。项目负责人必须直接参与现场踏勘到成果汇报的咨询设计全过程，且必须作为直接汇报人进行咨询答疑和成果汇报。
(4) All the designers participating in the international consultation shall be the registered personnel of the design institutions (joint groups). The project responsible person of the international consultation must have presided over several similar projects. The project responsible person must directly participate in the whole consultation and design process from the on-site survey to the deliverables report, and carry out consultation Q&A and report deliverables as the direct reporter.
（5）公开报名的设计单位（或联合体）根据招标文件要求提供资格预审材料。资格预审资料包括报名资料及概念提案，具体编制要求详见《咨询规则》第5节内容。
(5) According to the requirements of the bidding documents, openly applied design institutions (joint groups) shall provide prequalification materials. Prequalification materials include application materials and concept proposals. For details of the preparation requirements, please refer to Section 5 of the Consultation Rules.

☆所有时间均以北京时间为准，主办方保留调整日程安排的权利，如出现日程调整的情况，主办方将通过邮件的形式，通知设计单位（联合体）。
☆ All times are subject to Beijing time. The hosts reserve the right to adjust the agenda. In case of an agenda adjustment, the hosts will notify design institutions (joint groups) by e-mail.
注：招标人将于2019年12月18日下午，组织召开项目的推介会，介绍项目背景并回答意向单位有关投标报名的问题，该推介会自愿参加，请意向单位于12月16日17:00前，将参加的单位及人员发送至报名邮箱。
Note: The Tenderee will organize a project promotion conference on the afternoon of December 18, to introduce the project background and answer questions of interested agencies about the bidding application. The conference is of a voluntary nature. Interested agencies please send their name and name of participants to the e-mail address for applications before 17:00, December 16.

奖金及有关费用 Bonus and relevant compensation
1. 奖金 Bonus
本次咨询的奖金均以人民币支付，由所获奖金等产生的任何税费均由设计单位（联合体）自理。
The bonus for this consultation all is paid in RMB, and any taxes and dues generated by the bonus shall be paid by design institutions themselves (joint groups).
主办方确定前3名优胜设计机构（联合体）的排名，符合设计要求的设计单位(联合体)，依据其排名将获得如下奖励：
The hosts shall determine the ranking of the top 3 winning design institutions (joint groups), design institutions (joint groups) that meet the design requirements will get the following awards based on their rankings:
（1）一等奖（1名）获得奖金人民币伍佰叁拾万元整（小写￥5,300,000.00元）；
（1）The first prize winner (1) will be given 5,300,000.00 yuan;
（2）二等奖（1名）获得奖金人民币贰佰万元整（小写￥2,000,000.00元）；
（2）The second prize winner (1) will be given 2,000,000.00 yuan respectively;
（3）三等奖（1名）获得奖金人民币壹佰伍拾万元整（小写￥1,500,000.00元）；
（3）The third prize winner (1) will be given 1,500,000.00 yuan respectively;
（4）其余3名入围设计单位（联合体）分别获得奖励人民币壹佰壹拾万元整（小写￥1,100,000.00元）。
（4）The other 3 shortlisted design institutions (joint groups) will be rewarded with RMB 1,100,000.00.
设计单位以设计联合体名义参加竞赛活动的，主办方将只与联合体的牵头方联系和结算。境外设计单位若无法使用该机构帐户收取人民币的，可授权境内合法独立法人代收款项。
If design institutions participate in the competition in the name of joint design groups, the hosts will only contact and settle with the leading party of the joint group. If foreign design institutions fail to use their accounts to collect RMB, they may authorize independent legal persons in China to receive the money.
如评审委员会认为设计单位(联合体)提交的成果文件未达到本次咨询设计工作深度及要求的，主办方将不予支付其设计奖金。
If the jury considers that the deliverables submitted by design institutions (joint groups) do not meet the depth and requirements of this consultation on design, the hosts will not pay the design bonus.
