深圳市创新创业无障碍服务中心项目位于深圳市龙华区观湖街道，坐落于深圳国家高新区观澜高新技术产业园片区（[05-31]地块），翠幽路以北、澜安路以南、观盛三路以东、观盛四路和富士嘉园以西围合区域。距离深圳宝安机场约25公里，距离深圳北站约10公里，对外交通十分便利。
Shenzhen accessible service center for Entrepreneurship is located in Guanhustreet, longhua district, Shenzhen. It is located in the Guanlan high-techindustrial park area of Shenzhen national high-tech zone (plot [2005-31]),north of Cuiyou road, south of Lan 'an road, east of Guansheng third road, Guanshengfourth road and the enclosed area west of Fuji Garden. It is about 25kilometers away from Shenzhen Baoan airport and 10 kilometers away from Shenzhennorth railway station. Transportation is very convenient.

项目概述 Overview：
“深圳市创新创业无障碍服务中心是建设创新型深圳，助力深圳建设中国特色社会主义先行示范区的重大民生项目，在深圳市委市政府的高度重视和有关部门的大力支持下，将双创中心项目打造成国际民生领域和无障碍城市建设的标杆工程；建设成为符合先行示范区战略定位，具有鲜明的中国特色和特区特点，当今世界性国际化的特殊人力资源开发高地。”双创中心项目集残疾人职业康复、职业教育和职业训练、创新创业和就业、中途宿舍、文化艺术培训、体育训练、辅助器具研发适配与展示、无障碍体验与无障碍城市管理、助残社会组织和企业孵化、残疾预防与生命健康教育等功能于一体的现代化综合性残疾人服务平台、创新创业示范基地。
Shenzhen accessible service center for Entrepreneurship is a major livelihood projects which help to build an innovation-oriented Shenzhen, and a pilot demonstration zone of socialism with Chinese characteristics in Shenzhen; Under the strong supports and high attention by Shenzhen municipal committee and government and the relevant departments, it will make Shenzhen accessible service center for Entrepreneurship a benchmark project in the field of international livelihood and the construction of accessible cities; Construction into a pilot demonstration area in line with the strategic positioning with distinctive Chinese characteristics and special zone characteristics, and world internationalization of the special human resources development highland.Shenzhen accessible service center for Entrepreneurship concentrate vocational rehabilitation, vocational education and training, innovation, entrepreneurship and employment, halfway houses, culture and art training, sports training, development and display of assistive devices, accessible experience and accessible city management, assistive social organization and enterprise incubation, disability prevention and health education, and other functions modernized comprehensive service platform for the disabled, and innovative demonstration base of entrepreneurship.

项目建设用地面积26926.29平方米；总建筑面积为131257平方米，其中地面建筑面积93457平方米，地下建筑面积37800平方米。
The construction area of the project is 26,926.29 sqm; The floor area is 131,257 sqm, including 93,457 sqm above ground and 37,800 sqm underground.
最终规划设计指标以正式的招标文件为准。
The final planning and design indicators are subjectto the official tender document.

三、报名要求
REQUIREMENTS FOR REGISTRATION
1. 采用公开报名的方式，投标申请人须是中华人民共和国境内、外注册的企业或机构。
This public tender is open to all.Domestic and overseas design companies or organizations may apply for participation.

2.允许联合体报名，其中联合体成员（含牵头单位）共计不得超过两家，联合体成员不得再单独或以其他名义与其他设计机构组成联合体参与报名。
Joint groups are permitted. Include the leading member no more than 2 firms; each member of the joint group shall not further apply alone or participate by joining another group with other design organizations.

3.联合体合作方需签署具有法律效用的《联合体协议》，并明确牵头单位，各个设计阶段中双方的分工划分方式和设计费用的分摊比例、分配方式等。
The joint group member shall sign the Joint Group Agreement legally and specify the leading member, as well as work distribution in each design stage and their share of rights and interests.

4.不接受个人或个人组合的报名。
Individual applications or teams of individuals will not be accepted.

四、招标程序
RULES
1.本项目采用公开招标+资格预审方式，确定9家入围单位和2家有排序的备选单位。
The project adopts the method of openbidding + pre-qualification to determine 9 shortlists and 2 ranked candidates.

2.方案设计竞标阶段
招标人依法组建评标委员会，评标委员会采用记名投票法对投标单位提交的成果文件进行评审，选出无排序的前三名进入定标阶段。
Schematic design bidding stage
The tenderer shall establish an evaluation committee by law, and the evaluation committee shall evaluate the achievement submitted by the tenderer by registered ballot, and select the top 3 without ranking to enter the Winner Deciding Stage.

3.由招标人依法依规组建定标委员会，从方案评标委员会推荐的中标候选人中确定中标人。
The tenderer shall establish a winner deciding committee by law, and determine the winning bidder among the winning candidates recommended by the evaluation committee.

五、设计费 DESIGN FEE
设计费暂定1664万元人民币（含税），其中：包括基本设计费、BIM设计费及未中标优秀方案补偿费。
The design fee is 16.64 million (Tax include) tentatively ，including the basic design fee, BIM design fee, and compensation fee for excellent schemes not winning the bid.

六、未中标优秀方案补偿费 Compensation for Excellent Schemes not Winning the Bid
1)本项目设置未中标优秀方案补偿费，共280万元（含税）。
The project sets up total compensation for excellent schemes not winning the bid of CNY 2.8million (including tax ).

2）进入定标环节的3家单位，除中标单位外，另外2家各RMB50万元；进入评标未进入定标环节的6家单位各RMB30万元。
The 2 bidders who get into the Winner Deciding stage but not winning shall be compensated at CNY 500,000each; The 6 bidders who get into the Design. Competition stage but not into Winner Deciding Stage shall be compensated at CNY 300,000 each.
